Abstract
The article analyzes the relationship between the reduction in the Rio de Janeiro Municipal Senate’s (Senado da Câmara do Rio de Janeiro) capacity for governmental intervention and the growing power and authority associated with this body, a context specifically reinforced by the transmigration of the Portuguese royal family to Rio in 1808. This apparently contradictory situation reveals the unique form of Portuguese governability during this period, marked as it was by the progressive advance of a gradual reconfiguration of the notions of pact and political representation within the confines of the colonial situation as it then stood.
